Yes, you can change your H7 headlight bulbs with other/upgrade H7 bulbs. No problem

Re: Xeon Bulbs?
Has anyone ever fitted HID Xenon lights the complete kit not the bulbs how easy and where is best to purchase from?
Is there a how to guide anywhere?

I have fitted HIDs to my Meggy... but in order to do so you need legally:
1) New Head Light Enclosures (they have to have a projector lens see photo bellow) and be auto levelling.
2) To fit washers for the head lights.
Others:
3) HID bulbs and ballasts.
4) A Relay
Of course you can just add in HID bulbs and ballasts... but the glare is unbearable, Causes problems for other drivers due to the light pattern and won’t (shouldn’t) pass MOT.
O and its a full bumper off lights out job.
One other thing Xeon Bulbs and HID (High Intensity Discharge) bulbs are two totally different things. One difference being the latter needs close to 22Kv (22,000V) to operate, thus the ballast, they shouldn't be confused.
These are the Enclosures I used.

Yes, at least two people ever around the globe have fitted these...

I'm one of them and fitting was dead easy: bumper off, headlights off, change bulbs, fit ballasts, plug everything together, headlights back, bumper back, check alignment and you're done! Some head-scratching was needed to find good mounting spots for the ballasts, but now that I now where to fit them, the whole job would take me less than two hours.
Don't know of a Megane II specific detailed HID fitting guide, but here's some helpers. First, this is where I found convenient places for the ballasts, fixed using extra-strong double-sided sticky tape:

I've written a guide on removing the front bumper and the headlights on Megane II, unfortunately it's in Finnish only and I've no plan on translating it. But there are plenty of pictures where I've circled all the fittings, hope this is of some help to you:

If you're getting a HID kit for the Phase 1 (=pre-2006 facelift) then you'll absolutely want to get a kit with H7R-type bulbs with antiglare shields, otherwise you'll blind the oncoming traffic badly! But if yours is a post-facelift model with projector headlights then go for normal H7-type bulbs without the antiglare shields.
