If I take out size 17" alloys + tyres and put in 18" or 19" would it effect my fuel economy?

with a 1.5 dCi , I'd say you will hardly notice, if any....

Use a tyre calculator to work out what profile tyres you need on bigger wheels if you don't want to put your speedo reading out too much. Here's one from Rochford Tyres:
