Would this be able to find fault codes on a megane 1.5 dci? 04 plate?

It should work, although the listed version 1.5 does not exist. It's the Chinese thinking that the higher version code would sell better.

ELM327 is just an interface. It works with any terminal on Bluetooth or USB (depending on available connectors). Good software for it is Scanmaster running under Windows. It, effectively, issues the commands automatically which one can type by hand otherwise. I have no experience with Windows phones, but with Android it works fine.
