Does it actually have fog lights or are those LED lights on all the time?

Both i believe, Those LEDs are called Day time Running Lights or DRL's. And yea there on all the times. Its the fassion at the moment. Audi, Merc ect.

As said there are day time running lights i think they go off when you turn the standard light on

They dont there on all the time, well from when ignition is engaged.
