That's because the lights have been tested and approved (to E or ECE norm) for certain type of bulbs only. If you install a bulb of any other type than what the light unit was originally approved for, it no longer complies with the regulation, and becomes illegal to use on public roads (plus you'll risk your insurance cover...)
Like you wrote, it's illegal in Sweden. It's also illegal in Finland, Germany and should be illegal in any EU country. If that's not the case in the UK then I don't know how that can be...
As for the headlight washers Walibe asked about: I believe all Scandinavian Méganes have them as standard, no matter how humble the version, halogens or xenons. They're not compulsory on halogen cars, but are a must in the standard equipment "armament race" between different car makes.
And almost forgot: Those AAs look brilliant, Steel! So much cleaner than the other design with the three leds IMHO.
