Steve, isn't there 2 behind the radio too?
Between radio/changer or radio/pocket depending on model

So, There are 2+4+2 bolts of plastic panel surrounding buttons.
I understand that I have to remove plastic cover of OBDII socket to unscrew 2 bolts of the plastic panel and to unscrew 4 bolts of radio unit to get to unscrew 4 bolts of the plastic panel.
But I do not understand how to get to unscrew 2 bolts of the plastic panel behind central air vents.

I think you just did what was suggested. Bonus points for quoting the manual though!
