I have just purchased a 2003 Renault Megane and the small light at the bottom of the door is missing. The wiring is there, but the actual plasic cover and light bulb are not there.
Where would I go about getting a spare for this? Is there a specific part number?

You could try your local dealer, breakers yard or even... ebay

Didn't notice this when I bought it like. Also, the automatic panoramic sunroof is giving me problems. The dealer opened it no problem. But when I try to do it, I can just here a clicking in the roof. Im taking it back to the dealers anyway tomorrow to get a jack, so I'll ask him about the sunroof then.

As FMT says tell the dealer about the missing light, he'll probably get one from another Megane straight away for you. He'll then just keep selling a car with missing light until he gets someone that can't be bothered going back for one.
