i believe you're thinking of the SmartStart system that Clifford uses.
Basically to have it, shell out about £400 for a Clifford alarm with the SmartStart module.
Clifford make the best alarms in the world in my opinion.

This thing needs the secret code/algorithm programmed in, a fast duplex relay channel or the keycard physically locked inside the car (don't laugh, it is one of installation options). The former requires to have a contract between the remote system manufacturer (the cards are patented) and the latter doesn't seem to be secure to me. The middle option is only feasible, if the protocol of the smart card allows unlimited response time to the transponder key, which it does not.
In any case, one will have to carry both the phone and the key card, which is inconvenient. Only dodgy phones are supported, hence expect usability/reliability problems. Furthermore, installation of such systems on manual cars is unsafe, as many people park in gear, and their use is illegal on public roads in the UK according to the highway code. Therefore, this gadget gets a big NO from me for now.
