Removing snapped screw to plastic sump cover

Could anyone advise ; undone all but one, it appears historically someone left snapped screw to chassis.
Incredibly small diameter, initial thoughts of drilling hole and using screw extractor, but suspicion is its not threaded hole, but rather something like some form of captive nut / clip.
Has anyone same experience?
