auxillary belt on meganne 1

Hi
I wonder if you can advise me please, recently my power steering pump pulley wheel started running out of true and in the end it packed in altogether, I later found out that this was due to the fan belt (auxillary belt) being to tight. (when I bought the car) Anyway I replaced the pump and fitted a new belt, but then I noticed there was a wierd noise coming from around the belt area, After closer inspection I noticed the manual tensioning wheel was running out of true, so I assume this is the problem. I have just purchased a new tensioner assembly and a new fan belt, Now according to the haynes manual I need a special tool to set the tension on this new belt, which I do not have.
can anyone suggest the safest method to tighten the new belt to "about" the correct tension please, so I dont have to renew everything again in the near future.
