left rear wheel jammed

Hi,

I am using renalut megane 1996 model. It was in my garage for 3 months. When I tried to start it after 3 months, engine is not starting. I am able to looc/unlock the car, and I can see that the immobilizer is well functioning. To my surprise, when I tried to tow it, I found the left rear wheel is jammed. If I try to tow forcefully, the same wheel is dragging (wheel is blocked or locked ??).
If anyone can help me in this regard, I would be gratful
