The Handbrake cannot be used as second brake

:D Hi, i am a newbie here, have Megane 16v 1.6 type II 2003 model

One more while i am at it. Should the handbrake work when the car is rolling, i have tried to pull it when rolling or driving, but no breaking effect. Seems to work in stand still mode .. Any experiences on this ?

Never tried, doesnt sound normal though

not really done it at high speeds.. but it stops me when i'm rolling at ~1-2 mph.
