P0235 - running out of things to try !

Hi guys ,
I bought a project 130dci with numerous faults. Slowly but surely I've got rid of them all bar one - p0235. I just can't crack it. The starts and idles perfectly , it is a little flat though and I'm not convinced I'm getting what I should put of the turbo.
I can clear the codes but the p0235 immediately returns without even staring the engine which makes me think it's an electrical issue rather than a fault that develops whilst engine is running/driving.
So far I've replaced the map and maf sensor and vacuum solenoid for the turbo, I've also cleaned and checked the egr. Doing all of that got rid of the other codes I had but the P0235 remains.
Can anyone suggest what to try next ? Thanks
