2007 1.9 dci, 131KM, no power

The turbo was rebuilt on the vehicle, the vehicle had no power at the time of installation - as if the car had no turbine, as a result the turbine was dismantled and went through a detailed inspection and adjustment. After reassembly, the vehicle has no power again. The diagnostic device does not show any error. Vacuum tubes are ok, the vacuum valve works because when the engine is started I can see that the vacuum regulator is pulling on the turbine. The pipes on the intercooler and turbine are like new ... no leaks. The vehicle starts to hear a turbine barely around 3000rpm, at which time it feels like it's got power. Where else could the problem be?
