Bad turbine

Couple days ago my megane || 1.9dci 120hp started smoking grey/blue smoke and turbine started whispering, i forget when turbine turn on(i was out country full month). When i press trothle turbine turn on between 1000rpm and 1100rpm. I hooked up car to diagnostic and car show error P0243(turbine solenoid) what is that honestly i never seen before that error!is turbine bad or that turbine solenoid, in dilema beacuse smoke.
