Warm air instead of cold air

Hi everyone,
I have a problem with my Megane 1.6, 16V, year 2008. Outside temperature 20 degree Celsius. AC turned off. The ventilation system should blow air from outside. If I am stopped for a few seconds with the engine running, the ventilation system blows warm air. If I drive again for at least 30 second, the air begins to cool. I want to mention again that the AC is off.
Is there anyone who knows what is happening?
