Rear Lights

Hi,

I recently tried to put my Renault Megane 1,4 2007 through the MOT and failed because of one of the number plate lights not working. Whilst trying to replace the bulb I realised that the tail light was now out, after all this, I tested the resistant of the terminals and checked the voltage with my multimeter. The results all came back fine, I then proceeded to turn the car back on to try the light it briefly flickered on then turned off again. I have reason to suspect that there is a short circuit in the light cluster does this sound right?
