Megan will not start

Hi All.
I hope some one out there can help. my daughters 04 Megan has been off the road for one year I put in a new battery, I have taken out the fuse board in the engine bay and cleaned it out and checked for corrosion, but there was not any. the dashboard keeps saying electronic fault. all the electrics are fine, but the car will not start there is not even a click. I have noticed that the power steering is active and the cooling fan is running, does the car actually think it is running, I have attempted to put in a diagnostic reader in but the car will not register.

I have only notice your post.
I am also trying to get a Megane to spring into life (it won't).

As regards the code reader: make sure the ignition is on. This means all the warning/ system lights are on. In my car this means I have to try and start is first to get these light to come on, then the code reader kicks in. Just putting the card in and pressing start doesn't do it.
