Rear Window Wiper Not Working + Rear Lights Problem

I have a problem with my Renault Megane II 1.6 petrol Sports Tourer

I thought my rear windscreen wiper had seized so I had it replaced with a known working motor and when I turn the wiper on there is no movement and the rear number plate lights switch off for a few seconds, I presume what's happen is when the motor is supposed to be working the rear number plate lights go off the when the power to the rear motor goes off the lights come back on, I tried disconnecting the rear wiper motor cable connector to see what happens and when I do this the rear number plate lights go very dim.

Any idea where I should be looking for the problem first, is there a relay that maybe at fault or is it likely to be a loom problem?

Hi
Problem is most likely in wiring loom
Top lefthand side of tailgate.
Break in one or more wires in black
rubber boot, pull boot back to expose
wiring.search this site for "boot won't open"
Issues,the same area on the loom is problematic
The breaks occur where the loom folds in
the rubber boot.
