Megane 2007 Blower Fan Doesnt Work Despite Positive Signs

hi dear members and respected gurus

recently bought 2007 Megane with 177,000 KM done
4 weeks back fan stopped working, after a week it started at its own for 1 day.
i searched/explored this forum but couldnt figure out the problem

fan doest work on all 1,2,3 and 4 despite a fall in RPM is observed and cabin light/dashboard lights become dim

means, power supply is OK?
resistor is OK?

What could be the problem dear experts?

could be the blower motor try putting 12v straight to the motor contacts to see if it runs
