Engine noise

I have a 04 megane 1.6 16v VVT and I got that new pulley put in and when I drive it and it's warm it's got this tapping noise so I went to renault dealer they said its the hydranic tappets is this right or wrong and if it is can someone help me how to change it

The tappets are hydraulic and automatically adjustable. One or several of them can become noisy, if the oil, which functions as a hydraulic fluid in them, is either missing or bad. Bad oil also causes dephaser failures. Do you see a pattern? OK, let's add to this that the dealers and many other garages use the lowest quality oil in these cars in order to make profit...
If the sound really is coming from the top of the engine (hard to be sure without looking), I would be tempted to change the oil immediately to something which cleans and releases seized tappets, i.e. ester-based oil. It must be changed together with the filter, and must be drained from the bottom of the engine through the sump plug. Many garages suck the used oil from the top of the engine, leaving nasty crud at the bottom.
There is no guarantee that cleaning the engine will help, but there is a good chance. Under no conditions use any flushing additives - they dislodge the dirt, thus causing problems. Better use an advances oil, which will do the job gradually.
