This isn't true - at least on my car. The engine needs fuel and air to run. The fuel in the case of a failed turbo bearing is the engine oil. The air/fuelling discussion needs a more detailed explanation. There is indeed a cut-off valve - it's NOT electronically operated - it relies on the lack of vacuum from the reservoir to close. In normal operation, pressing the stop button cuts off the diesel injectors - hence the engine stops - when the vacuum chamber empties, the flap closes. Under failure conditions, pressing the button stops diesel injection but not engine oil injection. Since the vacuum is generated by the pump on the end of the camshaft, and said pump is still turning, no shut off occurs. Hence the runaway situation.
