Rear Fog Light/s how many are there?

Does anyone know how many rear fog lights there should be on a 2003 1.4 Megane Dynamique.... from the looks of it there should be 2 but only one of mine lights up, the drivers side.

i have been given mixed reports i.e there should be 1 there should be 2. Most cars i see on the road when its foggy only have 1 rear fog light...

The bulbs are on both sides, but just one is connected. This is to make the stop light visible while using the fogs.

Thanks for the quick reply Alex, doesnt seem logical to install the lights and not connect them. I can understand why you would only have one fog light so you can see the break. but any way thats all i needed to know.
