Headlight vertical alignment

I bought a Meg from March 2004 this month and I love the car!!! I'm only worried about vertical alignment of the headlights. The car has xenon headlight and an automatic system to set how high should the xenon bulbs be. The only problem is that when I turn the engine on (or everytime the lights turn on) the bulbs are pointing down, then automatically they rise up to the top and then they start heading down again until they stabilize at a medium position.
Shouldn't the car "remember" where the bulbs were last time and then make only a small adjustment if he had to????

No, this is the normal procedure for Xenon lights, nothing wrong with your car! :)
