I just lowered mine 45mm recently on spax springs. I'm using standard shocks and its fine. The comfort doesnt seem to have been affected too much. Not sure how long the shocks will last but I've found myself driving a lot more carefully to avoid potholes. :x

Depends how much you want to spend but if i'd the money I'd be buying coilovers. That'll let you go even lower than 45mm and can be adjusted to suit whatever height you want. K-tec racing do a good coilover kit for the megane.

18 225 40 profile tyres have the same rolling radius as the standard 16" alloys that megs have so it wont put your speedo out or effect your car in anyway, it should probs make your car a bit lighter if anything, therefore increasing your acceleration.

To be honest, I havnt been driving anywhere fast since i put the new wheels on. I'm being very protective over them at the minute so accelerating and stopping very gradually. lol But im sure there isnt a noticable differnce.

Mine's in almost constant contact with lumps of densely packed snow on the road (usually the packed snow that drops off from peoples mudguards while driving). A lump only the size of a fist and it catches the engine undertray with a loud bang, must keep the pedestrians amused (or frightened)! A good thing the plastic material is durable so there's no real harm. Not so if you hit a rock or some similar hard object, though.
