Well, I voted NO. But this doesn’t mean that the horn is ok.
You see there is a big difference between an inefficient horn and a COMPLETELY useless one. By asking this question, you’re covering the problem, instead of highlighting it with accuracy.

In my opinion the question could be rephrased; “Do you think Megane’s horn is inefficient?” or “Do you think Megane’s horn needs improvement?”

Yes, if you’d ask me…

stenikol you need to understand English colloquialisms. The title is obviously sarcastic and means I am making a statement! And that statement is:

"The Mégane ll horn is next to effing useless!"

"Do you think Megane’s horn is insufficient?"

Here's an example of just how underpowered these tooters are: One night last year I was hemmed in by another car in my street although thankfully the driver was sitting in his car at the time so I thought a quick blast of the horn would alert him to my presence - wrong! Maybe two slightly longer honks and he'd get the message (bear in mind he was physically sitting around six feet from me) no such luck, Maybe the blokes deaf? I got out the car and knocked on his window which he promptly rolled down - it turned out he wasn't deaf at all just listening to Radio 2!
It's not a horn it's a whoopee cushion trapped in a car.

Neither inefficient and insufficient quite captures the spirit of things.

I would say it's ineffective.

We don’t have to worry about the Meg’s horn anymore…

We can just buy a nice (and cheap too) HEW GAG and use it anytime, or, we can simply use our… squeaky brakes (every cloud has a silver lining!), unless of course you have foghorn voice like me…

In any case I have to tell you that my car’s horn is more powerful, effective sufficient, efficient -you name it- than the authentic Renault alarm system (a cobra I think) fitted by my dealer…How about that!

Ahhh almost forgot… New horn’s price (really loud, hi tone one, from a car accessory shop); 88,45 Euros! I’ll pass! The horn isn’t that bad after all.
