Theoretically, yes, this is how BMW have tuned some engines.
I would imagine though, that you would have to jettison any variable vane Garrett unit and install full wastegate/dump valve dual assembly. Then would come the necessary sensors and a probable custom ECU. I've seen it done on older cars - a mate restored and updated a Rover SD1 putting in a Chevvie V8 and turbo. It took him 10 years (a hobby) and around £10k to do. It was comparatively easy since the original engine was a petrol with carburettor so the electronics was simple. I made a custom lambda monitor for it. He eventually got around 400bhp out of it and still takes it on track days.
On a more modern car though, with all the electronics, the mind boggles... If you have a plan, let us know!
