If you mean the compartment in the passenger footwell of a Mk4 Espace, then I can only add that mine does have the storage compartment but it does not have any wires in it, so perhaps you've got something electronic missing from yours?
I replaced the whole housing on mine when the clockspring failed, but just looking now at the old one and it looks like it is only 4 screws that holds each of the stalk / switches onto the housing, so perhaps you could put your old auto-light switch onto the housing with the working clockspring?

OK, so do you mean these bits, the inner and / or outer tie rods ? Or, this lower wishbone ? But, your title of this post refers to the top pivot arm so perhaps you mean these drop links ? Or, if you mean the actual casting of the pivot carrier itself, are you really sure that is corroded to a point...
There is one torx-headed screw at the top which you can only get to once you put the roof down. The rest is held on with several plastic clips, but from what I remember, once you have removed the top screw, the whole trim panel can then be slid up along the A-post to release it from the clips.
It could any one of dozens of different things. You need to read the error codes that are stored in the car's onboard computers, and they will tell you what the problem is.
