Does that engine have hydraulic tappets? The noise could be just while the oil pressure builds up enough to take-up the gap.
If so, then it shouldn't make the noise when re-starting the engine just a few seconds after it has already been running.

If you are talking about a conversion to HID from normal bulbs then I wouldn't bother. I tried it on a previous car and although the lights look 'cool', they actually don't show up the road particularly well. Plus, it is illegal to fit HIDs to non-HID headlamp units. I've used one of these with the Android Torque lite app on a 2004 Megane 1.9DCi and it works fine to display the engine info. I didn't have any fault codes to read or reset, so I can't comment if that bit of it works or not.

Have you got the correct, original size of wheels and tyres on the car? If they have a rolling radius that is too great, it will make the car go faster than the speedo says it is.
