Hi jamhops, Mine used to only lock in one direction, in other words, I could turn the wheel one way and it would do what yours is doing, but as soon as I turn it the other way, it would lock. The issue was solved with a new electronic steering lock - no idea on cost sorry, as my megane was under war...

Xenons are not standard, be aware some models with normal halogen headlights came with headlamp washers as standard though so at first you may think they have xenons. I may be wrong, but it sounds like your battery is a goner. Have you checked to make sure both terminals are tight and free from corrosion on the battery?

search rotary switch, clock spring. If the horn isn't working when you press the steering wheel and the airbag light is coming on and off, then it most definitely sounds like the rotary switch behind the steering wheel.

it used to be 10w40, but renault dealers now use 5w40.

I can't remember to what standard the 5w40 is to be (I don't drive a 1.9dCi anymore), alexb, or maybe someone else will hopefully come along and give you some more advice!

I concur, glowplugs are used for starting only, and will not cause a loss of power - if he gave you this advice after what you've told him what you've told us, I would be wary of seeking his advice again!

check your engine oil level. It sounds like the turbo is shot, if so, the next time you drive the vehicle it should be going directly to a local garage for repair otherwise you risk further damage.
