lf it's that clean it must have been changed or looked at fairly recently, they can be terrible after a time.
lf the electrics to it were faulty, it would show up on a fault code.
Were you able to check if the inlet manifold might be clogged.

apart from checking and cleaning any multi connectors, l guess it needs diagnostics done for fault codes.
lf you can't do this yourself you need a good auto electrician to look at it.
lf it proves to be the multiplex module, they can be repaired, a new one is expensive.

Hi,
when you say 'changed the turbo' do you mean a new one and is the actuator set correctly.
l ask this as it sounds like your waste gate is always open.
Have you re-checked for codes after running for a while.
Also l would clean your boost pressure sensor just incase.
