If they (or you) put a 300mm long standard half inch drive spanner or similar onto the end of the crank pulley (wheel off driver's side & arch cover off) and it won't rotate several turns clockwise (or won't move at all with hand pressure), then it's seized. No amount of starter motor juice will...

The plastic under tray is only held on by about 7 no. 10mm head bolts.
Much of the bumper is only held on from below also - certainly enough for you to bend it forward without breaking the top clips; this might allow for easier access. (Might!).

Pieces of plastic trim can rub against one another creating a buzzing sound. Take the outer piece off, lube where it mates with the other part with silicone paste (any good motor-factor) and re-install. Don't use standard grease - it eats plastic. Wipe away any excess. That looks like my old 1.9 engine. Clean everything, and try to identify where the leak is coming from. The 'bottle' immediately below the oil filler cap is prone to getting gelled up. The net result of this is that the PCV pressure blows out oil. This discovery saved me from buying and new turbo. I...

The usual culprit here is the throttle body requiring cleaning. But I've never owned a petrol Megane, so await corrections!

You drive a relatively rare marque car. As far as I know, the rear axle camber/castor etc, cannot be adjusted on the 'standard' Megane. My 5 door 'B' pillar used to make a similar noise. It was the plastic trim panels vibrating - solved with silicone paste.
I don't know whether the 225 has a 'B' pillar... (never seen one in detail).

Check the engine ground connections. Do a voltage drop test.

A lot, sadly. And, I'd be surprised if it were not the cause.
Try a scrapyard/breaker and if you do the replacement yourself, read up on air bag safety precautions as you will be removing an unexploded bomb while you perform the repair.
