Has it recently had a new track rod end or new work on the Steering components, if so the tracking will be out.
This is not a job you can fix at home, but any tyre fitting shop will have the equipment to fix it, the price should be around £30.

It does sound like an hydraulic problem, and more than likely the slave cylinder. This could be confirmed by checking the fluid level, or seeing brake fluid leaking out of the bell housing. Put the window to the top and hold the switch up for around 10 seconds. you should then be able work the windows normally.

Here's how I did mine. On the passenger side, you can unbolt the 2 bonnet bolts (one is easy one will take a while).
