I had a look under the driver's seat and saw the clip/switch mentioned in other posts. It wasn't loose, but I gave the wires a wobble anyway and it seems to have fixed the problem The warning lights have disappeared and steering lock is back working.

You were spot on with your analysis. There was about an inch of water in the scuttle, and a poke of a clothes hanger had the drain unblocked in seconds.

That sounds promising. There was a lot of ice on my windscreen yesterday morning, which I cleared by pouring on a kettle of cold water ... coupled with all the snow we had last week ... I made about a 200 mile round trip yesterday over some hilly terrain. The road was covered with hard compacted snow in places, for about 20 miles. I didn't drive the car again until this evening. Just a follow up ... I never got around to looking at the lock, but the issue seemed to resolve itself after a couple of weeks, and has been fine ever since. This indicates that the switch and motor are fine, so it looks more and more like dampness.
