I'm sure the mileage is stored on the clocks themselves.
I went to look at a scenic to buy and it had the clocks changed at 52,000 and it was reset to 0. With the new clocks showing 31,000 however there was no proof of the "warranty" work carried out so I walked away.

I was pretty confident the ph2 secondary catch pull was a slightly different shape. I compared the two together. Maybe I didn't look properly

As above. It's clear you don't have a clock fault and even if you put new clocks in you would still get a airbag light! It's obviously an airbag fault as the light is on for a reason. If you get second hand ph2 headlamps they should come with the brackets. I didn't swap brackets on mine just the lamps with the brackets attached.
I'm 99% sure you shouldn't have to change the brackets.

I would remove the calipers from the car, and spray plenty of WD40 on the bleed nipples, if theres visible corrosion on the outside around the threads brush over with a wire brush. Ph2 bumper and lights bolt straight onto the ph1 front panel correct. However you will need the secondary bonnet catch release pull which is held on by the two 30 Torx bolts on the front panel.
